Todd Mays is a founding partner of Mays & Rotenberg and a skilled advocate in criminal defense, DUI defense, and family law matters throughout Berks County. Before entering private practice, Todd served as an Assistant District Attorney in Berks County, where he prosecuted a wide range of criminal matters and developed deep familiarity with the local courts, prosecutors, and judicial processes.

Todd is known for his creative, client-centered problem-solving. Leah Rotenberg is a founding partner of Mays & Rotenberg with a practice focused on civil litigation and family law. Prior to founding the firm, Leah served as a Berks County Assistant District Attorney, where she developed a specialty in crimes involving family violence and intimate partner abuse — an area that gave her rare insight into the intersection of criminal and civil legal issues that families face.

Leah's trial experience spans complex civil and criminal matters across multiple proceedings. She is a skilled appellate advocate, with experience briefing and arguing appeals in Pennsylvania's appellate courts. Her approach combines rigorous legal analysis with genuine empathy — she understands that the matters her clients bring to her often represent some of the most difficult periods of their lives, and she treats each case accordingly.

In civil litigation, Leah represents both plaintiffs and defendants in business disputes, contract claims, and personal injury matters, bringing the same intensity to civil matters that she brought to the prosecution of serious criminal cases. In family law, her background handling intimate partner violence cases informs a deep understanding of the legal and human dimensions of divorce, custody, and protection order proceedings.

Leah is admitted to practice in all Pennsylvania state courts and serves clients throughout Berks County and the surrounding region.
